Goal kicks leaving the penalty area

Is the rule change where a goal kick doesnt have to leave the penalty box before being touched by the defending team being applied by FFSA?

I dont think so - I would say it will come through next season.

Was at a game yesterday and it was weird seeing it.

There is confusion with this rule among referees, some are allowing it, some are not ?
Is it possible for referees association to let all Refs know that players are allowed short goal kicks now ?
Watching a womens game last Sunday one particular ref did not get the email, regarding the change, confusing players and spectators.

Surely it won't be changed until next season, you can't change a rule mid season.

Hadn't thenkeeper flicking the ball and catching a headed back ball been classed as circumventing the rules re a backpass?

What about the passive offside rule implemented by FIFA IN 2005 here in 2019 still not in use some lines people don't even know about it
