It doesn't solely go on rankings though does it. PLus you have the fact that Europe aside, you don't have more than 1 team per confederation in each group and Europe can only have 2. Well, that's how I believe it's been previously anyway.

Have to agree 32 is more than enough.

Expansion to 48 will water down the qualification process and whats the point of quaifying when you get only two group games.
