My understanding is that the team will not boycott but England will not send any diplomatic representation.
The only time I have seen mention of the team boycotting is one comment from Boris Johnson who said that he would see it difficult for any representation from the UK.

The US has reportedly just announced they'll pull their team out of the world cup in Russia. It's rumoured the Netherlands are very close to announcing a boycott also
