Get in the real world. Most clubs in Italy and Continental Europe are bad when it comes to this stuff. Actually, some of the eastern block countries are shocking, probably worse.
I am sure if you check, Napoli would have been fined at some stage. Lazio got a 20,000 Euro fine at the weekend - I am not sure how that is a deterrant. Why dont they make it a million and see if clubs do something.
