When to blow the whistle - Half time/Full time
I always thought refs blew the half time & full time whistle when the ball was in a neutral zone.
In this World Cup refs are continually blowing the whistle when teams are in attacking/goal scoring positions. It happened again today in the Netherlands V Uruguay game, where Robben had broken free only to be stopped by the halftime whistle. Robben and the rest of the Dutch team weren't to happy about the decision either.
So what is the actual ruling?
Should the ball be in a neutral zone before blowing the whistle? or Once the time is up the whistle goes regardless?

Ref's decision. Only time he needs to wait is if a penalty has been awarded.
There is a "spirit" in which games or halves should be finished, I believe, but in theory, the ball can be not in "neutral zone" for too long sometimes and the call has to be made.

You blow full time when its full time regardless of where the ball is on the park.

I remember being invlolved in an ABE v Campbelltown game, Ang Giannitto was heading towards goal for a one on one with the keeper when the referee blew for full time!!
Lucky we were 1-0 up at that time.

same thing happened to last week, we had a corner and the ref blew for half time ffs and we were loosing 2-1

You blow full time when its full time regardless of where the ball is on the park.

I remember adding on a few minutes in a game I reffed many many years ago (was only a friendly) and was about to blow for end of game when bloke hit a cracker shot toward goal, I hesitated, defender on the goal line handballed and I had no option but to award penalty and goal was scored. I often thought after had I blown for end of game when I was about to, well, it wouldnt have happened, but would have copped more flak I'm sure, after all, some still take friendlies very seriously. I still think what I did was in the spirit of the game and secondly, no-one could argue when the game was over as being the ref, I was in charge.

So you're saying that Time is the Ref's Time? Isn't the added time displayed the advised minimum there should be? The referee is then the sole arbiter of when enough has been played.

the 4th official doesn't add any time on, he merely displays the minimum amount of times still to be played in the game. If there's an injury then more time will be added by the ref.
Also, the game ends when the ref says so, position of the ball is irrelevant (unless it's a penalty).

My Portugese is terrible but it looked like there was some time wasting going on there. Looks like the refs have got enough to worry about with the increasing speed of the game and camera/slowmotion technology without worrying about timekeeping.
