Fouled when shooting - why is it ignored?

Fouled when shooting - why is it ignored?

In the Portugal USA FWWC game , Portugal had a shot in the 90th minute that hit the post. She was clearly fouled in the act of shooting, in fact the USA player would have been booked for that tackle anywhere else on the pitch. It was a slide tackle , she didn't get the ball and blatantly brought down the shooting player.
if the player had been passing the ball , say on the half way line and was fouled to that extent after passing it would be a free kick and yellow card all day long.
To me it should have been a clear penalty but it seems that the foul gets lost in all the action and excitement of it being a shot at goal.
This happens a lot and the odd thing is that when it happens the players never appeal for a penalty and the commentators and even the crowd don't even question it.

is there some sort of grace given to defenders or an actual rule such that it is not a foul if the player they are tackling is shooting?
